The Discussion > Class J, 4AM Liquor Licenses

You saw my email or read my post on The Ward R3PORT. What do you think about these licenses?

August 15, 2009 | Registered CommenterAlderman Matt Bogusz

Matt,
Your post wasn't that clear. Do those 4 establishments that you listed have 4 AM licenses now and other places want them? Or are these the only 4 that have them now?

Will the Casino want or get a 4 AM or 24-7-365 license?

Can people can buy beer and wine any time at 24 hour 711's and grocery stores right now?

I'm not a drinker so I don't know the answers to these questions but I think they should be brought up. Philosophically I do not have a problem with anyone who wants to buy a drink or a pack of smokes or anything else no matter what time is on the clock. Most people will act responsibly and a few won't; it is always thus.

In a land where it is a "constitutional right" to end the life of a baby I find it curious that some will become so vexed and over regulate another's "choice" to imbibe the fruit of the vine, enjoy a good cigar or cast lots in the secular temple we call casino's.

Really, we are gonna throw these types of comments out there when we are relating to City ordinances? If you are gonna throw religion and Legal rights into the fold would you please at least do some studying into life and when main line religion was being written. I we wonder?

Personally, I don't think anything good can come of people drinking at a bar until 4 in the morning. How many people actually do this? However, to be fair to the businesses that already have these licenses, I could see letting them continue under the current agreement, but if licenses have to be renewed or for new applications, I think the cut-off time should be earlier -- maybe 1 or 2 am.

Matt i am ok with your position about the 4am ligour Licensce.

Probably a good Idea to limited the number of establishment were ligour can be served on site and consumed up to the 4am..
but
retail stores that chooes to stay open 24 hour seven should be able to continue to offer sales of ligour to the Adult population in retail and then customer could take that ligour back home.

I agree with your opinion about business and the liquor licenses. Those businesses that have the 4 am licenses to serve drinks should keep them and any new requests should be made in writing with committee approval.

Wow interesting but easy topic. In today's business world many are challenged to find ways for additional income without taking it away. I can not see taking away what has already received the blessing from a former city council. Now if there are issues at the establishment, then it can be reviewed. If my memory strikes me correctly, each year the fee is due for the license and it can be reviewed at that time.

As for future requests, each one should be reviewed on its own merits.

Think about it; If anyone really wants to find an open bar they will, and just have to drive further under the influence to do it. I would not want it on my conscience a Des Plaines resident driving to another town and driving home and kill some one.

Easy discussion and I have not been in any bar past midnight in over a year.

is there a big demand for class J licenses in Des Plaines? I wasn't even aware that the establishments that already have them actually stayed open that late.
Since these establishments are on busy and noisy roads, it is unlikely that patrons exiting them at 4 am would be even noticed above the din of ordinary traffic.
I have not seen incidents of increased traffic accidents outside them between 1:00 and 4:00 am when other liquor establishments close or police blotter reports of crimes and vandalism near them.
As long as the zoning laws allow it, I have no issues with 4:00 licenses. However, given the "glut" of places to get a drink at 4:00 AM now, any new licenses would simply dilute the market. How do the owners of the current establishments feel about this?
