Please give us your feedback to the proposal from Sysco's corporate consultant. These comments will be reviewed by City Staff prior to approving the work.

Matt,
I looked at the proposal and think it is inadequate. I do not like spilling out a problem without offering solutions.Here are my suggestions:

1) Replace the entire length of current chain link fence with a 15' high sound deadening solid wall,the type they use on the toll roads. Plant shrubs or decorative plants along the exterior of the wall.

2) Post Wieboldt Drv:
a) 20 MPH
b) Quiet Zone- Engine Braking Prohibited
c) Non-Emergency use of horns prohibited.

3) Alleviate the heavy truck traffic on Wieboldt Drv by unlocking and opening the gated North Drive of the refrigeration building and use it for truck traffic that intends on going North on Wolf Rd or coming from the North ( driving South ) on Wolf Rd.

4) Park trailers with running refrigeration units along Northwest Highway or turn them off. The sound of 30-50 of these from when they are parked running in the Sysco lot & continue running all through the night is deafening and unacceptable.

5) Reverse Signal Alarms can be:
a) lowered in volume as OSHA standard 1926.601(b)(4)(i) states the volume to be "audible above the surrounding noise level or:" .....continued below in 1926.601(b)(4)(ii)
I do not believe their intention is to have the alarm audible for a block away.
b) Between 2230 & 0700 hrs have an employee direct the trucks to be backed up as no Reverse Signal Alarm is needed then. OSHA standard 1926.601(b)(4)(ii) states " The vehicle is backed up only when an observer signals that it is safe to do so"
Hearing Reverse Signal Alarms at 2300; 0015; 0130; 0245; 0330; 0445 HRS is unacceptable.

This would be a cost to Sysco of doing business adjacent to residential neighborhoods and conducting operations that are disturbing in nature due to the type of operation and the hours that the operation takes place.

As pointed out at a 3rd Ward meeting where written copies of Syscos' local ordinance violations were made available, it should be remembered that Sysco:

a) is in daily violation of several City of DesPlaines noise ordinances,in particular but not limited to "12.8 Noise - Any activity or operation of any use producing noise (other than ordinary vehicular noise) shall be conducted so that the noise from the activity or operation shall not be detectable at any point off the zoning lot on which the use is located."

b) is in daily violation of several City Of DesPlaines Landscape And Screening ordinances,in particular but not limited to "10.9-3C.2- A solid opaque view-screen fence 8 feet in height shall be erected along one hundred percent of the yard length"
